Melissa Stover has worked for the City of Minneapolis since 2007 in a variety of positions in Regulatory Services and Information Technology. During her time with the City, she has held titles of Office Support Specialist II, Senior Business Analyst and ELMS Team Lead. In 2011, Melissa promoted from a business position within Regulatory Services to work with Information Technology as a Senior Business Analyst on an enterprise-wide effort to implement the City’s new land management system, ELMS. During her 6 years working as the City side resource on the project she lead efforts from initial requirements gathering, RFP, vendor selection, design and implementation.
Since the City of Minneapolis project went live November 2016, Melissa Stover has served and the ELMS team lead. She managed 13 resources and their work efforts for the enterprise. She has worked to improve cross-departmental relationships both internal and external to the project.
